Workaround for issue in package numba #7754

Summary

Dependency 'numba' will not import while 'numpy' is later than 1.21.x

Steps to reproduce

This is reproduced when a python application imports 'numba' or any package that relies on 'numba', in conjunction with 'numpy' later than 1.21.x.

What is the current bug behavior?

Stack trace terminating here:

 ../lib/python3.8/site-packages/numba/__init__.py:140: in _ensure_critical_deps
     raise ImportError("Numba needs NumPy 1.21 or less")
 E   ImportError: Numba needs NumPy 1.21 or less

What is the expected correct behavior?

normal application load behavior

Possible fixes

At the current time, reverting numpy to the latest 1.21.x version (1.21.6) is the only workaround.
