[P1BIGROCKS-2437](https://jira.il2.dso.mil/browse/P1BIGROCKS-2437) As part of the transition off Elasticsearch as part of the baseline, we need to exchange Tempo for Jaeger. Claim: No reason to leave two tracing engines. Baseline criteria: - [x] Iron Bank images for Tempo - [x] Helm chart for Tempo - [ ] Replace Jaeger with Tempo - [x] Integrate/ensure Istio sends tracing data to Tempo correctly - [x] Ensure logs from Loki, metrics, traces from Istio are properly set together - [x] Configure Grafana's data source to include Tempo when its deployed.
