[P1BIGROCKS-2537](https://jira.il2.dso.mil/browse/P1BIGROCKS-2537) Teams running environments that require exporting of logs to central locations, while maintaining logs at the cluster require sending logs to multiple sources. Currently fluentbit/loki are hard coded to send data to their pre-configured log collector (elasticsearch/loki respectively). In order to facilitate the use case, we need to enable BB cluster admins to easily define an additional output for fluentbit/loki to send logs.
