[P1BIGROCKS-2783](https://jira.il2.dso.mil/browse/P1BIGROCKS-2783) Need to discuss whether Harbor should be officially supported as alternative to Nexus or as a Incubating project that works with BB, but not part of the offering. Regardless of the status, the work to integrate it with BB would need to be done. Main use case is registry1.dso.mil.
