Assign renovate merge requests

The current merge request module creates the following:

• A merge request development --> master
• An issue that tracks the original merge request and the new one above

What's missing is that these merge requests and issue have no assignee. Add functionality to assign all merge requests and the issue to the appropriate people. To do this, utilize the contact information within the new metadata/manifest to create the proper assignments. Preferred method is to create a comment on each of these with some information from ironbank bot about why it's being assigned and how. Instructions on how to update this information can also be included.

Definition of done:

• All merge requests and issues result in a correct assignee list
• Assignees are performed via a comment with informative description of how and why
• Assignees are identified via the new metadata/manifest file
