removed spaces in stage and job names and replaced them with dash, removed ironbank tag and added ironbank-dsop-privileged tag to openscap compliance (keeping ironbank tag there for now too)

This code seems unfinished. I assumed 'args.dockerfile - path'
was supposed to be "args.dockerfile_path" since a parser argument
was added above called '--dockerfile-path'

This code should not have worked. I can't find where it is being used.

$CI_COMMIT_BRANCH was double-quoted inside of a double-quote echo block, which
made them unquoted. Removed counter-productive double-quotes.
