CSV output justifier failures

This template is ONLY used for reporting bugs. New feature request or pipeline enhancement issues should use the other template options for issue submission.

Current Behavior

When the distroless branch is run, the justifier.py script will fail due to the lack of OpenSCAP scans.

Expected Behavior

The justifier script should not fail

Possible Solution

Quickest way is to allow failures with the justifier.py script in pipeline

Long-term solution is to accommodate xslx files without openscap results in justifier script
