Determine long-term solution for Satellite server issues and implement

Current Behavior
Typically, what we've seen is that the rh-mongodb34-mongod service will crash, causing the pulp_celerybeat service to crash, after a sync is performed, and then future scheduled sync will fail to begin until the service is restarted.
Expected Behavior
Scheduled syncs aren't hosed after an initial sync.
