Approval status checking

This template is ONLY used for quick fixes/adds (primarily for tracking smaller issues). New feature request, pipeline enhancement, and bug issues should use the other template options for issue submission.

Quick Fix / Add

Check in Check CVE/Publish stage for image approval status in order to kill runs when whitelist isn't updated, on a master branch. Prevent from going ahead and publishing (maybe even add to linting and shut down before the run happens)
