OSCAP Report Artifact Link in VAT Stage

The VAT team would like links to the OpenSCAP CSV and HTML report artifacts. This requires the Job IDs from the two OpenSCAP jobs to be output as artifacts, that the VAT stage can make use of.

The current VAT script takes a single OSCAP link as an argument so we will need them to update their script to accept both (OVAL and CVE) OpenSCAP artifact links.
