Renovate Manager for ironbank_manifest.yaml

Purpose

Our Renovate image has a custom resource manager created to work with download.yaml in order to keep container dependencies up to date. This functionality must be updated to accomplish the same goal, but by using ironbank_manifest.yaml instead.

Plan

The source code for the custom Renovate module can be found here. Update this module to keep dependencies described in ironbank_manifest.yaml up-to-date with their respective datasources.
