Refactor distroless template/pipeline

We are currently using a DISTROLESS CI variable and only slight modifications to the default pipeline in order to accommodate distroless and scratch base images. It would fit in better with our templates format for us to separate scripts and yaml in order to work specifically on these types of containers.
