Prepare, Submit, and Remediate hardened pipeline image

This template is ONLY used for enhancement requests. Bug reporting or new feature request issues should use the other template options for issue submission.

Current Behavior

The pipeline uses ib-pipeline-image in container registry.

Purpose

The pipeline should use the hardened pipeline image after it has been approved and pushed to registry1.

Plan

• Change reference to default pipeline image to use the latest version in registry1.
• Implement backup image location so the pipeline can still run in cases where:
  • Harbor breaks
  • The image is updated and breaks

Acceptance Criteria

• All applicable stages use hardened pipeline image
• Pipeline has an alternative image to use if harbor or latest image breaks
