delete graylists without associated projects

Description

As we migrate to hardening_manifest and clean up deprecated repos, we need a process to clean up any greylist files in the whitelists repo that don't have an associated project with them.

Purpose

Reduce dead greylists files cluttering up the repo

Plan

• Set up a process that we can run periodically against the whitelists repository
• Run this process and clean up unneeded whitelists.
