CSV Output - empty tl.csv failing pipeline

This template is ONLY used for reporting bugs. New feature request or pipeline enhancement issues should use the other template options for issue submission.

Current Behavior

csv output stage fails when the tl.csv file is empty

Expected Behavior

The allscans.xlsx file should get generated even if there are no TL results.

Possible Solution

Add headers if the file contents are empty, or create headers regardless of Twistlock results
