Add Missing Labels from Jenkins pipeline build stage

In the Jenkins pipeline build stage, we attach a number of labels to the image at buildtime. These labels are largely absent from our build stage. We need to add those back in, as automation downstream may use them and because not adding them may be the cause of this issue.
