Implementation: Ubuntu pipeline

We are seeking to use Ubuntu images as a base for the CHT team. However, the current OpenSCAP configuration does not support that. We need to be able to run OpenSCAP on Ubuntu images as well.

• OpenSCAP for Ubuntu 18.04 and 20.04
• Ubuntu pipeline template

• Change BASE_IMAGE label search to make it easier to find what profile should be used (com.redhat.component ~> mil.dso.ironbank.os-type) -- Added os-type to hardening manifest of Ubuntu test project
