Fix _vat_findings_query exit issues

This template is ONLY used for reporting bugs. New feature request or pipeline enhancement issues should use the other template options for issue submission.

Current Behavior

When using the vat findings api for validation against the query, the pipeline fails if there's an unexpected status code returned from the vat findings api.

Expected Behavior

The pipeline should allow failures related to calling the vat findings api.
