Fix issues with large containers in Publish
We're having issues with large images regarding the publish stage. We're getting errors when copying from staging to prod in harbor and uploading to S3 for triton-inference-server.
We'll wait to change anything regarding these issues until we get feedback on the container size ADR. This ticket may be closed based on the results of submitting that ADR.
