Update issue templates for definition of done and acceptance criteria

For the pipeline issue templates, we should add a requirement to update any relevant documentation related to work performed.

Plan:

• Meet with Morgan and Tim to figure out what our definition of done and acceptance criteria should be for each ticket
• Update templates based on discussion
• Definition of done and ac to merge request templates
