Create Anchore Whitelist to publish in pipeline for external consumers

External users need to be able to convert VAT findings into Anchore Whitelists so they can consume Iron Bank images effectively. VAT does not pull in all the information that Anchore requires to whitelist vulnerability compliance violations so the policy generator requires both information from VAT and information from Anchore.
