Reimplement #268 VAT api used for whitelist generation

!568 (merged) !569 (merged) were created to revert the changes completed in #268 (closed). We'll need to reimplement this code once we resolve the issues encountered with the vat api.

We also need to re-implement the VAT compare stage once the API is improved, so that !572 (merged) removals are reimplemented.
