Add truffleHog job to Ironbank-Pipeline

Add a job to to the ironbank-pipeline ci-file.

Acceptance Criteria

• New job that runs trufflehog3 added to ci-file
• Successfully test with secrets and no secrets in a feature branch
• Merge to master
