Build & Test Hardened IB Pipeline Image

to create and test the hardened image there are a number of steps required

• find all updated packages and dependencies for skopeo, buildah, podman (rpm & python)
• replicate the commands from the current container build instructions
• add hardening standards
• create resources list for hardening_manifest.yaml
• upload all files to the pipeline test project
• build & resolve all errors
• testing TBD with the team
