Test vat import api in staging

We recently met with Cody Hutchins from the vat team to discuss testing his new code for using the vat import api instead of running sql updates directly against the vat db.

Out of that discussion, we planned to do the following.

• Setup a time for us to meet and test this
• Have Cody support us while we test this in the staging cluster (without auth)
  • Use Cody's testing json data to attempt to do a preliminary insert into the staging db using the vat api
  • Use Cody's vat-import-api.py script to test his code for inserting/updating the staging db using the vat api

We'll also need to meet with Blake to figure out how to configure the VAT's deployment in staging to successfully hit the vat api without auth.
