Update all ironbank-tools pipelines with spaces

Because of the ironbank runner changes in the bootstrap, anything in https://repo1.dso.mil/ironbank-tools/ needs to have spaces and underscores replaced. They should have only dashes in the job name, i.e. manage resource-updater mrs is bad, so it should be changed to manage-resource-updater-mrs

Acceptance criteria

• All jobs in the ironbank-tools group have no spaces or underscores in their name
• All stages in the ironbank-tools group have no spaces or underscores in their name (not critically necessary, but good to keep things in line)
