Create README for Lint Stage

The lint stage does not have a README, and due to the complexity of this stage, should have one. The lint stage uses a script located in the check-cves stage directory, and only runs a portion of this script. This is not readily apparent to new POPs members and should be documented.

Acceptance Criteria
