Add unit/integration tests as part of each issue template

Updating ticket to match conclusions from discussing with David, Chris, Michael

Rather than adding individual tickets for unit tests for each section of the pipeline code we modularize or patch, we'd like to include unit/integration tests as a portion of acceptance criteria for every ticket template. That way, a ticket will only be accepted as complete if unit/integration tests are written and confirmed to match expected functionality, or proper justification is provided as to why certain unit/integration tests weren't written.

Update acceptance criteria for the following tickets:

• Quick_Fix_Add
• bug
• feature_request
