Create an Anchore cleanup script to remove failed scans

We have seen a few occasions where Anchore scans have failed due to a 500 error from some pods being OOMKilled. As a part of debugging, it was brought up that a script to remove failed image scans from Anchore would aid in debugging these issues and get the scan stage passing sooner.
