Research removing startup time from ClamAV stage / parallelizing ClamAV scans

The ClamAV stage on certain projects takes north of an hour due to a large number of artifacts being scanned. We should look into ways to reduce the time it takes to run such as removing the start up time of 15 seconds or parallelizing scans.
