Update VAT import to use verbose oscap description

Currently, in the csv-output stage, we're using the xccdf:description to generate the value for the desc field for any given oscap finding. For the VAT import stage, we're using the xccdf:title to generate the value for the description passed to VAT. We want to start using the xccdf:description for the description passed to VAT.
