Update Check CVE Logging: Show Fast track failures

Background

The Check CVE stage logs findings that would cause a pipeline to fail. This is confusing for users as findings can be unjustified, but because they can be fast tracked, will not log to the console. Users will have to check VAT to see that there are findings w/o justifications. The logging should be updated to warn users when these findings are present.
