Provide new (repo_map) fields to VAT /internal/scan

Update the VAT stage to send the following fields (listed in the rightmost column) to VAT /internal/scan: https://confluence.il2.dso.mil/display/IRONBANK/Phase+1+-+VAT+Source+for+IBFE These fields are already provided to IBFE, we will provide them to VAT so that it can become the source of truth for IBFE.

Additionally provide new fields listed in the second table. (if it's too much effort to provide these new fields, push this to a new ticket next sprint).
