Add pulling from ironbank staging for build stage

This template is ONLY used for feature requests. Bug reporting or pipeline enhancement issues should use the other template options for issue submission.

Description

There are cases where some containers depend on other, unapproved containers that do not yet exist in harbor prod (registry1.dsop.io/ironbank). We should update the build stage to pull images from the harbor staging (registry1.dsop.io/ironbank-staging) to enable building child images on top of unapproved images.
