Identify remaining work for Ubuntu/Debian images

Background

We created an ubuntu template a while back and validated that we could run up to the OpenSCAP job. We need to test using this template with a 20.04 image to identify what work remains to get these images through the complete pipeline.

• Update STIG links to include the 20.04 DISA profile
• Test running a 20.04 image through the pipeline
• Identify all remaining work to get a complete pipeline to run

• Provide estimate on completion date to CHT Onboarding and leadership team
