Update TwistCLI image, POST BB 1.34.0 upgrade

Background

BB 1.34.0 upgrades Twistlock (PCC), and we should update our TwistCLI image using an updated binary from the Twistlock Console. This should be done after the 1.34.0 upgrade has been completed.

Acceptance Criteria

• Download twistcli binary from Twistlock Console UI
• Rebuild twistlcli image, using the latest rootless-podman image in Registry1

Definition of Done

• Updated image tested in staging
