Delete artifact scanning ClamAV job

Background

Now that we are running a ClamAV scan in the Anchore scan job, we should remove the initial ClamAV artifact scanning job.

Acceptance Criteria

• Artifact scanning no longer being run pre-build
• Tech Debt: Find projects with a ClamAV whitelist file or variable, and remove these

Definition of Done

• Pipelines skip the artifact scan job
