Add pypi regex to access_log parse

• generate any documentation needed for contributors within dccscr
• update ironbark-pipelines/scripts/modules/utils/package_parser.py to include pypi !954 (merged)
• update the ACCESS_LOG_PARSER CI variable in dsop to include "pypi": pypi
