update Anchore SBOM Stage Image

Background

We should update the SBOM generation stage to use the Anchore Enterprise image. Syft is now included as a part of that image and that will ensure we stay in line with future Enterprise releases. Engine also is no longer being supported.

Acceptance Criteria

• Switch from Anchore Engine to Enterprise
