Add unit tests for lint

We need to add unit tests for the following files in the lint stage

• stages/lint/base_image_validation.py
• stages/lint/folder_structure.py
• stages/lint/hardening_manifest_validation.py
• stages/lint/pipeline_auth_status.py
• stages/lint/lint_jobs.py -- wait until #589 is completed
