Autoscaling gitlab runners

This template is ONLY used for enhancement requests. Bug reporting or new feature request issues should use the other template options for issue submission.

Current Behavior

We are not currently autoscaling gitlab runners. This may be needed in the event we are kicking off multiple runs via the trigger script.

Purpose

It would alleviate any bottlenecks and ensure pipeline run times are not drastically affected.

Plan

Acceptance Criteria

• Stress testing multiple pipeline build at once in order to verify autoscaling is working correctly.
