STIGViewer compatible output

Background

The xccdf output from oscap-podman is not compatible with STIGViewer. The pipeline needs to add a --stig-viewer flag to output a report that can be imported by STIGViewer.

Acceptance Criteria

• --stig-viewer report xml generated by pipeline
• compliance_output_report_stigviewer.xml is added to BOE

Definition of Done

• Project pipeline runs successfully
• Code review completed and merge request approved/merged
• All Acceptance Criteria have been completed
