ubi9 oscap profiles

following up on adding ubi9 to the oscap profiles

redhat is asking

can we get this added to your next sprint? we talked to blake about it before he left and he was okay without waiting for an official stig

he was concerned about changes in systemd, but doesnt look like there are any issues with it

Acceptance Criteria

• Update compliance.py and base_image_type.sh scripts to account for UBI9 images
• Test in staging env pipeline

Definition of Done

• openscap-scan job can run on UBI9 image
