Technical discussion: Implementation of ironbank.yaml

Purpose

We need to add a metadata.yaml to all of the container repos to manage information such as version (to deprecate Jenkinsfile) and download.yaml resources. This is our all-in-one solution for what CHT and Vendors need to track.

This discussion needs to keep in mind how Renovate currently works with ironbank.yaml, and how the repos should be updated (if we want) to use this new format.

Acceptance Criteria

• A plan is created for what ironbank.yaml will contain and what changes external to it need to be made for a smooth transition.
