Reevaluate our existing CI vars

Background

Based on our research and discussion in tickets #722 and #747 (closed), we need to revaluate all of our existing CI vars to track what we'll need to handle at IL5. We should figure out anywhere it makes sense to dedupe existing vars.

Acceptance Criteria

• A plan for handling all CI vars at IL5 is documented in the ticket
  • How to generate or retrieve the var value is documented for each needed CI var
• A plan for deduping CI vars is documented in the ticket

Definition of Done

• All CI vars are accounted for in the comments of this ticket

• Write or update any unit or integration tests
• Project pipeline runs successfully
• Add any applicable checkboxes for testing e.g. Ran pipeline in staging env or pipeline-test-project pipeline run
• Solution is captured as code and/or documentation and merge requests have been submitted
• Code review completed and merge request approved/merged
• All Acceptance Criteria have been completed
