Add pipeline-id as a label

Background

We should add a pipeline's ID as an image label.

This would allow for easily tracing an image back to its pipeline.

Acceptance Criteria

• Decide on label for pipeline IDs. Recommend something like mil.dso.ironbank.ci.id. Ideally this label doesn't use GitLab terminology.
• Update the build script to add this label.
