Reimplement Cosign Verify Fix with Upgraded Version

Background

The previous Cosign Verify "fix" (!1159 (merged)) was tested prior to the runner update the introduced Cosign 2.0 and caused all containers with base images to fail pipelines.

The purpose of this ticket is to reimplement the fix and update the Cosign module to work with v2.0.

Acceptance Criteria

• Cosign verify updated to support v2.0
• Cosign verify fix re-implemented
