Implement: Move modules to another repo

Follow on implementation ticket to #828 (closed)

Acceptance Criteria

• New repo forked from ironbank-pipeline
• Directory structure set up for pipelines, bootstrap, and generic modules
• Integration completed with other projects
• Create MRs to remove duplicate modules in old repos
