Update Anchore Scan to 2.4.0

Anchore needs to be updated to the latest version of 2.4.0. This update requires a few changes to completely integrate with the pipeline.

• Update the Big Bang App
• Update bootstrap to pull Anchore from registry1
• Update bootstrap values to deploy ClamAV scanning
• Update the api calls for the scanner to use the enterprise route
• Add the inherited from parent field to the spreadsheet artifacts
• Coordinate with VAT on updates to artifacts
• Update the justifier tool with artifact updates
