Update Anchore Scan to 2.4.0
Anchore needs to be updated to the latest version of 2.4.0. This update requires a few changes to completely integrate with the pipeline.

Update the api calls for the scanner to use the enterprise route -
Add the inherited from parentfield to the spreadsheet artifacts -
Coordinate with VAT on updates to artifacts -
Update the justifier tool with artifact updates
