Initial setup of s3 role

Description

Create a Role to deploy S3 buckets via the ci-runner pipeline

Acceptance Criteria

1. S3 buckets are created
2. Names are dynamically set
3. S3 bucket for OCP is created
4. S3 bucket destroys itself on decommsion
